The Programme for the Professional Development of Civilian Personnel was launched in October 2005 to address new challenges to human security by increasing the effectiveness of security sector institutions.

Its goals are:

- to assist Ukraine with enhancing the professional skills of the civilian servants of its security sector
- in this way to strengthen the capacity of security sector institutions to carry out effective defence management and implement Euro-Atlantic standards.

Thanks to a holistic, requirements-driven and project-focused approach, the Programme directs training assistance to meet true reform priorities, thus empowering key experts while enabling transformation. A unique partnership between the host country, contributors and an implementation team on the ground, the Programme is implemented under the aegis of tested NATO/Partnership for Peace structures. The Programme is providing education and training across Ukraine's security sector, where its tried and proven methodology has provided focused training to over 600 experts in this country since 2005.
